“As for me, I baptize you with water for repentance, but He who is coming after me is mightier than I, and I am not fit to remove His sandals; He will baptize you with the Holy Spirit and fire.

The reason why no one has the spirit yet is this,

But this He spoke of the Spirit, whom those who believed in Him were to receive; for the Spirit was not yet given, because Jesus was not yet glorified.
Jesus was on the earth for 40 days, he hasn't ascended to heaven. And so we are still in the "Jesus Era". So the Holy Spirit dosn't dwell on people at this particularly time. That is where we are picking up Acts because we are getting ready to move into a completely era.
Acts 1:4-5
4 On one occasion, while he was eating with them, he gave them this command: “Do not leave Jerusalem, but wait for the gift my Father promised, which you have heard me speak about.
5 For John baptized with water, but in a few days you will be baptized with the Holy Spirit.”
Holy Spirit is something that people received, and that it's giving you power.
Luke 24:49
I am going to send you what my Father has promised; but stay in the city until you have been clothed with power from on high."

Peter said to them, “Repent, and each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you will receive the gift of the Holy Spirit.

When we become a christian, we become a follower of Jesus. When we baptize with water, that just means we're just proofing to other people that we belive in Jesus, we're identifying with him. When we come to Christ, we're also baptized in the Holy Spirit where he gives us all the power we need but we're just not giving up that much to him. And then when we take the bible as a whole we can see we can quench the Holy Spirit whenever we wants to. And so the question is "Am I giving up what I need to give up to him so that I can live the life that he wants me to live?"
Galatians 5:25
If we live by the Spirit, let us also walk by the Spirit.
Ephesians 5:18
And do not get drunk with wine, for that is dissipation, but be filled with the Spirit,
I constantly need to be filled with the Holy Spirit, because I continually leaked.

Walking in the spirit continually day by day by day, spirit-filled people. And when we know we do something wrong, the Holy Spirit leaks out. We confess it, we say "God we want to be that way", plug that little hole up and let's go on. That is what it means to walk by the spirit.
The Holy Spirit gives you :
love TO LOVE PEOPLE WHO ARE REALLY UNLOVABLE
boldness TO SHARE YOUR FAITH
joy IN THE MIDST OF HORRIBLE TRAGEDY
peace WHEN YOU SHOULD FEEL COMPLETELY AND UTTERLY ANXIOUS
patient TO DEAL WITH YOUR HUSBAND OR CHILDREN OR FRIENDS
kindness TO THE PERSON THAT ISN’T THAT NICE TO YOU
gentleness WHEN YOU WANT TO ANGRY
self-control OVER WHAT YOU HAVE ISSUES WITH
